    After around 2 years waiting for an apartment in portola vista public housing apartment in monterey , and after being on the top of the waiting list, and after submitting all the documents required by the manager, and after seeing my apartment and have told that the apartment will be ready for me in two weeks, the manager called me and told me that you will not take the apartment because you are three people and the maximum number of people for our apartments is only two people! If this is the reason, why did the manager accepted the application? And why she asked for the documents for the three people? And why all other section 8, public housing apartments (even of smaller size), housing tax credit (lihtc) and the section 8 project-based rental assistance (pbra) program all over the united states allow to rent the one-room apartments to families of three people? Who sets the rules here? And why these rules are not known until the last minute? And why accepting applications do not comply with these rules?
