      User Response: This apartment is privately owned and it is subsidized by HUD. The Landlords are not helpful and they play a lot of mind games in order to control the tenants. The place is falling apart and they are not doing much to fix a lot of things that needs fixing. The place have gone down a lot. It is a no smoker building, however, they are many tenants who are smokes and are not reprimanded by the Landlords. They only care about the money coming in from their tenants. This is not a happy place to live.
